Chief Executive Officer
Scott Flanders has served as Chief Executive Officer of eHealth, Inc. since May 2016 and as a director since February 2008. Prior to joining eHealth as CEO, Mr. Flanders served as the chief executive officer of Playboy Enterprises, Inc., a media and lifestyle company from 2009 until May 2016, and continues to serve as a member of its board of directors. Previously, Mr. Flanders served as the president and chief executive officer of Freedom Communications, Inc., a privately-owned media company, from January 2006 to June 2009, and as a member of its board of directors from 2001 to 2009. From 1999 to July 2005, Mr. Flanders served as the chairman and chief executive officer of Columbia House Company, a direct marketer of music and video products, which was acquired by Bertelsmann AG in July 2005. Mr. Flanders holds a B.A. degree in economics from the University of Colorado and a J.D. from Indiana University. He is also a certified public accountant.
Chief Operating Officer
Dave Francis has served as Chief Financial Officer since July 2016 and was named Chief Operations Officer in October 2016, directing all financial and key operational aspects of the company's business, including telesales, product and technology development. Prior to joining eHealth, Mr. Francis served as a Managing Director, Equity Research division at RBC Capital Markets from November 2013 to July 2016. From 2007 to October 2013, he served as Managing Partner of The JAAG Group/JAAG Research, a healthcare and technology consulting and research firm founded by Mr. Francis. Previously, Mr. Francis was managing director and co-head of Healthcare Equity Research at Jefferies & Co., and has over 25 years of capital markets experience in the health care and technology industries. Mr. Francis holds a B.S. degree in economics with concentrations in finance and management from the Wharton School of the University of Pennsylvania.
President, Carrier and Business Development
Robert Hurley has served as President, Medicare Products since October 2016 in a role designed to grow our current and emerging Medicare businesses. He has responsibility across all Medicare products for business planning, product management, marketing, business development and sales. Previously, Mr. Hurley was Executive Vice President, Sales and Operations from November 2015 to October 2016. In this role, Mr. Hurley was responsible for Sales and Operations for the company's individual and family plan business, Medicare and Small Business and related business opportunities. Mr. Hurley also oversaw the company's relationships with health insurance carrier partners and the company's customer care center operations. Prior to becoming Executive Vice President, Sales and Operations, Mr. Hurley served as our Senior Vice President of Sales and Operations from March 2011 to November 2015, our Senior Vice President of Carrier Relations from May 2007 to March 2011 and our Vice President of Strategic Initiatives from September 2003 to May 2007, where-in he was responsible for our public and government relations activities. From April 1999 to September 2003, Mr. Hurley served as Vice President of Customer Care and managed the operations of the company's customer care center. Prior to joining eHealth, Mr. Hurley served as Associate Vice President of Sales and Operations for the consumer business segment at Health Net, Inc., a managed health care company. Mr. Hurley holds a B.A. degree in law and society from the University of California, Santa Barbara.
Chief Technology Officer
Ian Kalin serves as eHealth's Chief Data Officer. He joined the company in March of 2017. Mr Kalin oversees all data services for eHealth, leads the company's data sciences practice, and leverages business intelligence to improve operations. Before coming to eHealth, Mr Kalin was the U.S. Department of Commerce's first Chief Data Officer. His data experience also includes roles as a Presidential Innovation Fellow for the Department of Energy, the Director of Open Data for Socrata, and as a Special Data Consultant for Google. He was also a Managing Director for Power Advocate and started his career in the U.S. Navy where he served as a Nuclear Engineer and as a Counter Terrorism Officer. Mr. Kalin holds degrees from Georgetown University and Old Dominion University and was also awarded the Robert Seamans Fellowship from Harvard Kennedy School for leadership in technology and public policy. Mr. Kalin lives in San Francisco where he is a volunteer for civic and educational organizations.
Chief Marketing Officer
Tim Hannan joined eHealth as Chief Marketing Officer in June 2017. Mr. Hannan oversees all marketing and communications efforts across multiple business lines, including individual and family health insurance products, small business health insurance products, and Medicare insurance products. Prior to joining eHealth, Mr. Hannan served as CMO of Ibotta, Inc., one of the nation's most popular mobile shopping apps. At Ibotta, Mr. Hannan built a dynamic marketing organization that drove significant growth in revenues and customer usage through channel expansion and optimization, a deep understanding of data and analytics, and a rigorous approach to testing. Prior to joining Ibotta, Mr. Hannan held key leadership roles in the online travel industry as CMO of Trip.com, as Vice President of eMarketing for Orbitz Worldwide, and as Director of Accounts for Europe, the Middle East and Africa at Expedia. Mr. Hannan holds a B.A. in Quantitative Economics and Finance from Providence College and an MBA from London Business School.
Chief Information Security Officer
Bill Billings joined eHealth as Chief Information Security Officer in September 2019, overseeing all of the company’s security functions. Previously, he was CISO at Castlight where he led the company's security program. Prior to that he was CISO at Ooyala. with a similar range of responsibilities, during a period of rapid growth. His security experience also includes a 21-year career in the U.S. Navy where he served as a Cryptologic Officer. Billings hold a B.S. degree in Business Administration and a M.S. degree in Cybersecurity.
Chief Financial Officer

Mr. Yung comes to eHealth from Hotwire, a travel services company owned by Expedia, Inc., where he served as CFO and led the company’s finance, strategy and analytics functions, and served on Expedia, Inc.’s global executive finance team. Prior to his time at Hotwire, Mr. Yung served as CFO for Ticketfly, a live events ticketing company, leading its finance and information technology functions before and after the company was acquired by Pandora in 2015. He has also served in CFO roles for Tria Beauty and Nextag. Mr. Yung holds an MBA from the Kellogg School of Management at Northwestern University and a BS in Computer Science from Stanford University.

Senior Vice President, Chief People Officer
Christina Hoffman is Senior Vice President and Chief People Officer at eHealth. She joins eHealth with 20 years of experience in talent strategy and transformation in partnership with business leaders, having held positions at Microsoft, Hewlett-Packard and LinkedIn. Christina is a results-oriented leader with a passion for enhancing team and business performance who believes that elevating company culture, and including employees in the journey, are critical to success. She holds a Bachelor's degree from the University of Washington.
Senior Vice President, General Counsel and Secretary
Scott Giesler is Senior Vice President, General Counsel and Secretary of eHealth, Inc. and manages the company's legal and compliance functions. Mr. Giesler joined eHealth in September 2006. Prior to that, Mr. Giesler was a corporate securities attorney with Wilson Sonsini Goodrich & Rosati for seven years. His practice focused on mergers, acquisitions and other corporate reorganizations, initial public offerings, public and private company financing transactions and public company governance and reporting. Before that, Mr. Giesler was a litigation attorney with Sheppard Mullin Richter & Hampton where his practice focused on complex white collar criminal and civil litigation matters. Mr. Giesler also previously served as law clerk to The Honorable Robert J. Kelleher, United States District Court, Central District of California. Mr. Giesler holds a B.A. in environmental science from the University of California, Santa Barbara and a J.D. degree from Loyola of Los Angeles Law School.
Vice President of Investor Relations
Kate Sidorovich has served as eHealth's Vice President of Investor Relations since 2008. Prior to joining eHealth, Ms. Sidorovich was a Vice President of Market Street Partners (MSP), a management consulting company specializing in investor relations and corporate communications. Prior to MSP, Ms. Sidorovich worked as a technology investment banker at Banc of America Securities. She holds a B.A. degree in economics from the University of Rochester and an M.B.A. in finance from the University of Texas at Austin. Ms. Sidorovich is a CFA charterholder.
Senior Vice President, Public Policy and Government Affairs
John Desser is the Senior Vice President of Government Affairs and Public Policy at eHealth, where he manages day-to-day operations of eHealth's efforts in Washington D.C. Mr. Desser has almost three decades of experience working in government affairs and public policy. Prior to eHealth, he served as the Deputy Assistant Secretary for Health Policy in the Office of the Assistant Secretary for Planning and Evaluation (ASPE) at the U.S. Department of Health and Human Services (HHS) in the George W. Bush Administration. Previously, Mr. Desser was a VP of Jefferson Government Relations, LLC, where he managed the firm's health care practice. Mr. Desser began his career on Capitol Hill as a health policy aide for the late Senator John McCain, and as a health policy adviser for then - U.S. Representative Jon Kyl. He is a founder and board member of the Council for Affordable Health Coverage, a founding board member of the Association for Web Based Health Insurance Brokers, and serves on the board of the Alliance for Safe Biologic Medicine. He holds a BA in International Affairs/Political Science from Northern Arizona University.
SVP & GM, Individual & Family and Small Business Group
Seth Teich joined eHealth as Senior Vice President of Business and Corporate Development in May 2017. Mr. Teich came to the company from Castlight Health, where he served as Vice President of Financial and Corporate Planning. He also served in various Senior Analyst roles in the health care sector for several firms, including Balyasny Asset Management L.P.; Spring Point Capital, LLC; Apex Capital, LLC; Wachovia Securities; and Bank of America Securities. Mr. Teich graduated from Cornell University in 1992 with a Bachelor of Science in Biology and is a chartered financial analyst. Mr. Teich is also on the Board of Trustees for the California State Parks Foundation.
Senior Vice President of Sales & Operations
Dave Nicklaus joined eHealth in June 2017 as Senior Vice President of Sales and Operations. In this role he oversees sales operations for individual and family plans, Medicare insurance plans, and health insurance plans for small and medium-sized businesses. Mr. Nicklaus is an expert in sales performance, and has more than a decade of experience in optimizing sales systems, technology and processes to drive volume and efficiency. Prior to eHealth, Mr. Nicklaus led operations for Medicare telesales efforts at United Healthcare for 11 years. In this role, Mr. Nicklaus oversaw the operations for 4,500 sales agents and grew the Medicare sales organization into one of the highest performing in the nation. Mr. Nicklaus has a strong background in technology, and was previously an IT manager at Schneider National and American Medical Security. He holds a degree in business administration from Northeast Wisconsin Technical College.
